Most computers have a hard reset button. Sometimes when the power is not stable, the computer may get stuck while starting up. If the power goes off and then comes back, the system might not start right. Making a circuit to notice this power issue is not easy because it runs on the same unstable power

I believe so, but it might be on a circuit board that you can only reach by removing a cover. The details might be known only to service technicians. My wristwatch has a similar button that resets it after the battery is replaced
I have used the reset button a few times. Sometimes my dash screen goes blank and I lose the radio and camera feed. I keep a paper clip in the car for this. It is a vehicle worth over 50k and a paper clip saved the day
